You can choose either method based on the project. For most garments, the best result comes from sandwiching the stabilizer with fabric inside the hoop. However, for difficult materials such as bulky bags or thick hoodies, many users of embroidery machine hoops prefer floating the stabilizer beneath the bottom frame for easier positioning.
